PUBLIC NOTICE

Notice is hereby given in terms of Section 21A of the Local Government Municipal Systems Act of 2000 and Section 37 (3) of the Local Government Municipal Finance Management Act of 2003 and the Supply Chain Policy that Sekhukhune Development Agency intends to implement phase one of the Transformed Mineral Sector Preferential Procurement incubator Project as proposed by Zenzele Technology Incubator. The project was introduced to SDA by Zenzele hence the first phase will be implemented by Zenzele at the cost of R450 000.00 including VAT following the funds raised by Zenzele and SDA to implement the project.

The implementation of phase one of the project plan, the situational analysis for incubation is not open for competitive bidding because:

  1. Zenzele who made the proposal will be prejudiced if a competitive bidding process is followed.
  2. Implementation of the project as proposed to the last phase will largely depend on well executed phase one.
  3. Zenzele made proposal for the first phase funding to be approved for this project at no cost to SDA.
  4. Zenzele already marketed the project especially with funding institutions for future funding only once the phase one is done.
  5. Zenzele is still to raise funds for the implementation of other phases of the project

The potential benefits of the acceptance of this unsolicited bid are:

  1. Relations with government agencies will be promoted.
  2. Income will be generated through the project once phase one implemented.
  3. SDA will benefit from other potential partners coming into the project with Zenzele in implementing other projects.

Any person who wishes to submit comments in respect of the intended implementation of project situational analysis as mentioned above by means of an unsolicited bid must do so in writing to the Chief Executive Officer, Sekhukhune Development Agency, Private Bag X8602 Groblersdal 0470 or email to lubisis@sekhukhune.gov.za/ motswianes@sekhukhune.gov.za by no later than 07 November 2012.

Any people who cannot write, may visit the office of the Chief Executive Officer during office hours before the 07th November 2012, 16h00 and will be assisted with the transcription of his/her comments.
